  4.                    After the coming uses of hypertext in PR <link44> and
  5.                    advertising <link35>, I believe the next major application
  6.                    will be in documentation.

  8. Documentation      For example, the budgeted cost for documentation
  9. is 5% of budget    supporting a complex high-technology industrial machine
  10. ===============    might be 4-6% of the total development cost.  This figure
  11.                    is similar to the 5% of the budget that the Department of
  12.                    Defense reports for the documentation for their weapon
  13.                    systems.  (And we know how realistic that is!)

  15. Actual cost is     If you analyze the life cycle of a weapons system and the
  16. 10-100 times       use of the documentation by sales, maintenance, customer
  17. higher             personnel (and the turnover in each area), the actual cost
  18. ======             of understanding and using most documentation often exceeds
  19.                    the cost of the equipment itself.  Why?

  21. Cost of bad        The real cost of transferring knowledge (i.e., training) is
  22. documentation      directly influenced by the quality of the documentation.
  23. =============      And if users can't easily find what they want, they
  24.                    switch to more expensive forms of knowledge transfer --
  25.                    instructors, seminars, courses, etc.

  27. The cost of        A college education, for example, costs over 100 times
  28. knowledge          that of the books that are required.  Competence with
  29. =========          most software typically costs users many times the
  30.                    purchase price.  In the military, training costs always
  31.                    seem to exceed hardware costs.  What's the solution?

  33. Benefits of        The fundamental benefit of hypertext is organizing
  34. hypertext formats  information in formats that easily provide desired
  35. =================  knowledge to users, reducing learning time and knowledge
  36.                    acquisition.  If this is true, creating hypertext
  37.                    formats for documentation is about to become a major new
  38.                    industry.
